I have windows 8.1 on cd drive, but when I press ctrl+alt+del to restart I get the same message.Go into BIOS and set the CD drive ahead of the hard disk. Then start the system with the CD in the drive. Bear in mind that if the operating system is missing it might be due to hard disk failure.
